The main reason is that 3/8n is much simplier than Loop's original weights. Loop chose his weights to try to make his scheme have bounded curvature (it does for low valence vertices, but not for all). However, the 3/8n weight will also produce surfaces that are C^2 in the ordinary (valence 6 case) and C^1 at all other valences.
