Someone has already asked this question on the discussion board before so here's what I told them:

Well... you won't be able to find that paper on the web anywhere. It was published too long ago. Here's the reference for it.

E. Catmull and J. Clark. Recursively generated B-spline surfaces on arbitrary topological meshes. Computer-Aided Design, 10:350--355, September 1978.

You'll have to go to your local university's library and hope they have the CAD journal back to 1978 there.

There is Mathematica code available on this website under the "Book" section that implements Catmull-Clark subdivision and other variations.
